Overview
Transport for London (TfL) invites applications for the role of Track Quality Manager. This position will focus on ensuring consistent, effective quality management across APD Renewals—including the Ballasted Track Team (BTT)—by implementing robust tools, processes, and standards aligned with TfL best practice and key industry regulations.
The role involves:
- Leading quality control initiatives—transitioning to paperless, data-driven management to enhance safety, reduce costs, and streamline project delivery.
- Ensuring compliance with ISO 9001 and sector-specific standards.
- Supporting incremental improvement in quality capabilities by delivering targeted training, audits, and workplace enhancements.
- Collaborating with the Planning & Engineering Compliance Manager to close knowledge gaps and refine processes.
Key Accountabilities
To succeed in this role, the successful candidate will:
- Manage internal and external stakeholders to uphold high quality standards for TfL’s civil engineering projects.
- Design and implement digital quality tools, reducing reliance on paper-based systems.
- Supervise quality compliance across projects, addressing gaps through internal audits, corrective actions, and NC (Non-Conformance) management.
- Lead Quality training, empowering teams with skills for continuous improvement.
- Ensure alignment with EdP’s ‘centre of excellence’ vision for quality processes.
- Liaise with the Delivery Team—including BTT (Ballasted Track Team)—to support performance and departmental objectives.
- Line manage the Quality Engineer, covering performance, succession planning, and development support.

Skills & Competencies

- Analysis: Drives data-informed decisions, integrating insights from multidisciplinary teams.
- Leadership: Directs complex, matrix-style teams with agility in managing rigoured workloads (multi-project, high-impact).

- Risk & Change Management: Builds and enforces risk frameworks; initiates controlled reforms under time-sensitive constraints.
Technical Expertise
- Quality Systems: Acquainted with ISO 9001+ standards, with a preference for Lead or Internal Auditor certifications.
- Civil Engineering Standards: Deep expertise in quality management, construction specifications, legal frameworks (e.g HS&E guidelines).
- Digital Quality Tools: Experience leveraging e-tools for data-capable project oversight.
Experience & Background
- Team Leadership: History of driving compliance and competence in contractually managed or matricled environments.
- Quality Assurance: Proven track record in over-seeing handover/varsity projects, implementing troubleshooting measures.
- Demanding Environments: Thrives in TfL’s large-scale, mixed-staff setting—interacting with contractors, suppliers, regulators.
