THE OPPORTUNITY – TRAINING & COMPETENCY ADVISOR

The Training & Competency Assessor is responsible for providing efficient competence advisory services; maintaining latest standards, procedures and systems to ensure consistent best practice is deployed in the competence area whilst satisfying UK specific legislation and Spirit Energy requirements. The roles will also act as contract owner for the third-party execution of training bookings and associated service provision.

Location: Barrow-in-Furness

Duration: 2-year contract

Contract Type: PAYE

Day Rate: TBC - For your application to be progressed, please ensure you provide a PAYE day rate banding expectation. Please note that there is no travel and accommodation allowance provided.

Spirit Energy currently have a non-contractual hybrid working arrangement for all office-based workers. 4 days must be worked in the office with compulsory days being Tuesday, Wednesday and Thursday. The fourth day worked in-office (either Monday or Friday) is of the worker’s choosing but should be in keeping with what is most efficient and effective for their team. The office is open 5 days a week for full time, in-office working if this is the contractor’s preference.

AND NOW FOR THE TECHNICAL BIT…

In role, you will be required to:

  • Manage a training framework across all operated assets
  • Manage a competence assurance framework across all operated assets and manage the competence assurance register.
  • Manage Training and Competence and Job Profiles in the Training and Competence Management System and prepare and issue competence and training reports.
  • Maintain assessment programmes for Safety Critical, Operational Critical and Technical that will minimise risk to the safety of personnel, the integrity of the assets and the maintenance of the environment at both the offshore and onshore locations
  • Provide support for assessment and verification across the assets and support functional competence frameworks and assessment as required.
  • Ensure robust assurance and governance of operational training and competence practice across all operated assets.
  • Identify, develop and maintain training and competence standards, systems, processes and procedures in line with legislation and Spirit Energy requirements.
  • Educate and roll out new standards and processes to relevant personnel within the assets ensuring robust input and embedding in practice.
  • Maintain training and competence management and data recording systems that provide the basis of a management reporting strategy and the development of annual KPI’s relating to Competence Assurance across all assets.
  • Monitor progress and takes any necessary remedial actions to ensure that targets are achieved.
  • Establish and maintain assessment programmes for Emergency Management and Emergency Response Teams that will minimise risk to the safety of personnel, the integrity of the assets and the maintenance of the environment at both the offshore and onshore locations.
  • Develop and oversee the delivery of an annual assurance programme of training and competence delivery across all operated assets.
  • Manage third party training booking service, acting as contract owner and providing advice and authorisations on mandatory role requirement
  • Work with the Spirit Energy HR to support the transition of apprentices into the competency and assessment framework.
  • Support the development of site, business and portfolio competence assurance plans in a timely manner to identify technical and legislative competence needs.
  • Actively contribute to key competence strategies including training and competence frameworks.
  • Provide support for any audit and inspections that involve training and competence.
  • Prepare asset training budget information and monitor spend
  • Provide Learning and Competence Management System support
  • Collate and maintain relevant training and assessment records for contracting staff, particularly those performing ER duties on site e.g. Coxswain, HERTL, etc.
  • Represent SE as a member of the Connected Council Forum
  • Any other associated duties as reasonably required.

To be successful in this role, we are looking for:

  • Detailed understanding of the Legislative requirements for training & competence
  • Ability to communicate effectively at all levels, establishing trust with key stakeholders and open honest and confidential working relationships
  • Strong facilitation skills and ability to influence across diverse audiences
  • Well-developed planning and organisational skills
  • Offshore asset location experience and mobility to carry out regular trips
  • Experienced with training and competence management systems within the upstream oil and gas industry
  • Knowledge of safety case requirements, regulatory requirements and competence assurance management standard
  • Knowledge and experience in development and/or maintenance of units of competence criteria and range of equipment
  • Minimum completion of higher education with a preference for further education certification
  • Several years experience in training management
  • Production Operations background
  • Offshore BOSIET and Medical
