Job Title: Transformation Business Analyst

Location: Hybrid (2 office days per week in London)
Contract Length: 12 Months (with scope to extend)
Start Date: ASAP
IR35: Inside

We are supporting a public sector client in hiring a Transformation Business Analyst to join a strategic engineering transformation programme at a critical stage of execution. The strategy is already defined, and the programme is now focused on translating strategic intent into practical, measurable outcomes across a complex, multi-stakeholder organisation.

This is not a traditional business analysis role. Rather than capturing system or application requirements, the successful candidate will act as a consultant to change, working across outcome working groups, engineering communities, senior stakeholders and delivery teams to facilitate, coordinate and accelerate the progression of strategic initiatives from definition through to validated adoption.

This role suits a confident, consultancy-minded Transformation Business Analyst with a strong personality, comfortable operating in ambiguity, challenging constructively and building momentum across complex matrix organisations without direct authority. Candidates who think in outcomes rather than activities and take ownership for moving work forward are particularly encouraged to apply.

Key Responsibilities

  • Facilitate outcome definition sessions and structured workshops with Principal Engineers, SMEs and senior stakeholders across engineering, finance, HR, commercial and operational communities
  • Develop and maintain outcome canvases, outcome registers, evidence logs and pilot evidence repositories to track progress through the strategy execution lifecycle
  • Prepare workshop briefing packs, strawman proposals and facilitation materials, converting outputs into actionable delivery artefacts
  • Support the design and execution of outcome pilots, coordinating participants, gathering feedback and preparing adoption recommendations for sponsor review
  • Lead evidence-review activities, capturing adoption metrics, stakeholder feedback and implementation results to support informed go and no-go decisions
  • Coordinate Outcome Working Groups, supporting Principal Engineers and Outcome Sponsors in driving adoption and identifying and resolving blockers through collaborative engagement
  • Track initiatives through the full Outcome Delivery Lifecycle from strategic intent through to adoption and scaling, maintaining transparency of progress, risks and dependencies
  • Support programme reporting and governance activities, producing sponsor review packs and contributing to delivery governance across the programme

Essential Skills

  • Business Analysis experience within large-scale transformation programmes, with the ability to move beyond requirements gathering into strategic facilitation and change delivery
  • Proven workshop design and facilitation experience across diverse, senior stakeholder groups
  • Strong stakeholder engagement and influencing skills, with experience operating across multiple organisational levels within complex matrix environments
  • Ability to translate ambiguous strategic objectives into practical, actionable delivery steps
  • Experience creating strawman proposals, process models, outcome frameworks and operating models
  • Experience coordinating multiple initiatives simultaneously within a fast-paced, ambiguous delivery environment
  • Strong communication skills with the confidence to challenge constructively, facilitate consensus and build momentum without direct authority

  • Government, Civil Service or large enterprise transformation programme experience
  • Organisational change management and adoption experience
  • Agile delivery environment experience
  • Experience supporting senior leadership teams and executive stakeholders
