Transport Solutions Manager
Salary: £45,000 to £50,000 per annum (DOE) Hours: 37.5 hours per week (3 days on-site, blended working) Reports to: Programme Director Location: Harlow, Essex | Free minibus/local transport & EV charging
About the Role
At the Motability Foundation, we fund, support, research and innovate to ensure all disabled people can make the journeys they choose. Our Transport Solutions Team works across grants, innovation, research, partnerships, and commercial projects to tackle challenges like inclusive EV charging, complex community transport needs, and large-scale systems change via the National Centre for Accessible Transport (NCAT).
We are now looking for a Transport Solutions Manager to:
- Lead NCAT (harbouring ~50% of the role)
- Spearhead high-impact transport solutions across our portfolio
- Thrive in a collaborative, purpose-driven environment with ambitious legacy projects in transport accessibility
Responsibilities

Programme Coordination:
- Oversee NCAT, coordinating delivery, governance, and partnerships
- Align with other Transport Solutions priorities within a matrix-working organisation

Strategic & Operational Leadership:
- Develop & implement systems, governance, and financial processes for NCAT
- Ensure budgetary control, risk mitigation (e.g., delinquencies, cost anomalies)
- Escalate risks before they escalate, driving mitigation with stakeholders

Stakeholder & Fundraising Management:
- Maintain relationships with funder partnerships and delivery organisations
- Champion knowledge sharing and learning, disseminating findings nationally/globally
- Lead project monitoring & evaluation, translating key insights into strategic actions

- Cross-Functional Collaboration:
- Engender alignment with Finance, Legal, HR, and Data Protection teams
- Publish upgrades to senior leadership and governance groups
- Step into ad-hoc project coordination as priorities shift
Requirements
Must-Haves:
- Senior programme/project management (preferably as a funder) in complex/multi-stakeholder environments
- Fluency in programme governance, reporting, and cross-functional communication
- Stellar administrative competence, financial literacy, and budget oversight
- Proven contract/legal oversight experience with external partners
- Exceptional relationship-building skills—balancing clarity, trust, and collaboration
- Adaptability in agile, matrix-structured teams with fast-paced, shifting priorities
- High-calibre writing & presentation for senior stakeholder audiences
Nice-to-Haves:
- Systems change/research frameworks with technical, social, and user-centred nuances
- History of leading large-scale grants or partnerships with direct accountability
- Portfolio of innovation pilots or grant programme delivery, grant submission
- Familiarity with disability + transport barriers, policy/legacy frameworks
- Alignment to our Evolving/Collaborative culture by default
