Who Are Encyclis?

Encyclis are dedicated to the safe, efficient, and sustainable recovery of energy from waste. We develop and operate energy recovery facilities that combine technical expertise and state-of-the-art equipment to optimise efficiency, performance, and safety.

Our state-of-the-art facilities transform residual waste that would otherwise end up in landfills into sustainable baseload electricity, heat, and other practical resources, accelerating the circular economy of the future.

We are currently constructing a brand new Energy Recovery Facility in Walsall, West Midlands, providing a sustainable alternative to landfill. The Walsall Energy Recovery Facility will process household, commercial, and non-hazardous industrial residual waste (post-recycling and composting) to generate clean energy.

  • Output: 49 megawatts of low-carbon electricity—enough to power over 90,000 homes.
  • Waste Capacity: Processes 436,000+ tonnes of residual waste annually.
  • Timeline: Construction phase currently underway, expected to reach full commercial operation in 2027.

The Opportunity

Reporting to the Head of Health, Safety & Compliance (with a dotted line to the Plant Manager), the Health and Safety Manager will:

  • Lead a team to create, maintain, and enhance the facility’s health and safety performance throughout commissioning, commercial operations, and beyond.
  • Be an integral role in establishing an excellent H&S culture for the Operations & Maintenance (O&M) teams.

Key Duties & Responsibilities

Operational Leadership

  • Manage Health & Safety performance across all phases of the Energy Recovery Facility’s (ERF) lifecycle, from commissioning to full operational phases.
  • Ensure effective communication with Supervisors, Team Leaders, and O&M teams to drive H&S initiatives and align with the site’s H&S strategy.
  • Work closely with Head of Health, Safety & Compliance to develop a strong safety culture within all operational teams.

Compliance & Regulation

  • Be the primary point of contact for communications with the Health and Safety Executive (HSE) and other relevant regulatory bodies.
  • Ensure all reportable incidents are escalated to the HSE under RIDDOR regulations and other statutory requirements.
  • Maintain current knowledge of the latest regulatory updates and feed back to the site’s Management Team for proactive compliance.

Safety Documentation & Analysis

  • Develop and continuously review safe operating procedures (SOPs), RAMS (Risk Assessment & Method Statements), and dynamic risk assessments.
  • Lead near-miss, accident, and incident investigations, ensuring root cause analyses and corrective actions are implemented.
  • Coordinate comprehensive Health & Safety documentation, including best practices for statutory compliance.

Training & Development

  • Coordinate all Health & Safety training for employees, including new starters and refresher courses.
  • Organise emergency response training and maintain Fire Risk Assessments.
  • Provide training and workshops on safety protocols and initiatives related to the work environment.

Safety Committees & Audits

  • Oversee the site’s safety committee, fostering collaboration between key stakeholders.
  • Conduct regular Health & Safety inspections, identifying unsafe behaviors and conditions to promote best practices.
  • Participate in internal and external audits, ensuring continuous improvement of safety standards and applicable corrective actions.

Staff Well-being

  • Schedule annual employee medicals and biennial health surveillance as required.
  • Champion a proactive Health & Safety culture through clear and consistent communication and action.

What We’re Looking For

Education, Training, & Certifications

  • NEBOSH General Certificate in Occupational Health and Safety (as a minimum) or an equivalent qualification.
  • Exceptional candidates without formal NEBOSH certification may be considered given relevant experience.

Relevant Experience

  • Minimum 5 years’ Health & Safety experience, ideally in:
    • Energy recovery (from waste), power generation, large-scale waste processing plants, or specialty chemicals industries.
    • Environments similar to ERF (Energy Recovery Facilities) or conveyor-based industries.

Key Skills & Competencies

  • Strong verbal and written communication skills in English.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint).
  • Exceptional organisational and analytical abilities, with a focus on incident reporting and risk management.
  • Strong public-speaking skills, capable of delivering effective training sessions, including health and safety workshops.
  • Ability to assimilate complex information from technical procedures, government regulations, and industry standards.
  • Ability to prepare clear, concise reports and documentation regarding safety audits, incident investigations, and procedures.
  • High level of problem-solving and adaptability, with a willingness to comply with Health & Safety laws and company standards.
