Job Overview

A non-operational instructional role within an establishment.

This role focuses on instructing and training prisoners through proactive relationship-building, adhering to safer custody practices and national security standards. Key objectives include:

  • Contributing to sentence planning and reducing reoffending.
  • Maintaining high security, productivity, good order, and hygiene within workshop areas.
  • Holding no line management responsibilities.

Key Responsibilities

Core Training & Instruction

  • Deliver BICS (British Institute of Cleaning Science) training to prisoners, covering both establishment needs and industry-recognised accreditations.
  • Conduct prisoner learning need assessments and participate in selection processes for workshop participation.
  • Induct and train prisoners in:
    • Health and Safety
    • COSHH (Control of Substances Hazardous to Health)
    • Machinery and tool usage
  • Provide personalised support, tailoring training to individual needs.
  • Maintain and update learner records, including Individual Learning Plans (ILPs).
  • Assess and evaluate competencies up to National Vocational Qualification (NVQ) levels 1 & 2.
  • Liaise with HM Prison & Probation Service Learning and Skills for support and guidance.
  • Register, supervise, and accredit learners in line with awarding body requirements.
  • Set and review learning aims and goals, providing progress feedback.

Prisoner Management & Administration

  • Supervise prisoner discipline, attendance, and motivational engagement.
  • Complete standard reports:
    • ACCT (Assessment Care in Custody & Teamwork)
    • VRIR (Violence Reduction Incident Reports)
    • SIR (Security Information Reports)
    • IEP (Incentive Earned Privileges)
  • Approve hours and wages, including loggable piecework.
  • Conduct fabric checks of workshops and maintain security protocols.
  • Support sentence planning, parole reports, and etiquette monitoring.
  • Log equipment faults and arrange maintenance/repairs.
  • Conduct health & safety risk assessments on consumables.
  • Order materials to meet work-learning targets.

Operational Duties

  • Participate in self-audit and SDI (Service Delivery Indicators) analysis.
  • Update training records and complete administrative tasks.
  • Locate and support prisoners’ literacy/numeracy competence.
  • Assist in resettlement career planning and employment guidance.
  • Conduct roll checks and workshop searches, ensuring accountability.
  • Maintain radio net communications per Local Security Strategy (LSS).
  • Open/set individual learning pathways and communicate updates.
  • Monitor prisoner decent, safety, and security across all activities.

Note: Additional duties of a similar level may be assigned. Significant changes will undergo post-hoc review.


Essential Qualifications & Experience

Technical Requirements

  • Knowledge of accreditation processes under the Qualification and Credit Framework.
  • Currently working towards or holding the following BICS/BICSc certificates:
    • BICS Assessor Certificate (linked to schemes such as COPC / FPCC*).
    • Cleaning Operators Proficiency Certificate (COPC) for relevant cleaning tasks.
    • BICSc Train-the-Trainer Certificate (obtained or committed to within 6 months).

Encouraged Qualifications

  • Opportunities to earn qualifications may be available (e.g., BICS/BICSc).
