Role Overview
Thirteen Group is seeking a Vulnerable & Older Persons Manager (Adaptations) to lead its Vulnerable and Older Persons team across the Tees Valley and surrounding areas. In this heavyweight operational role, you will:
- Oversee the day-to-day delivery of high-quality housing and support services, ensuring safety, compliance, and adherence to agreed standards.
- Lead the Independent Living Team, responsible for the organisation, quality, and coordination of adaptations across Thirteen.
- Manage risk, budgets, and performance, fostering strong partnerships to continuously improve outcomes for vulnerable customers.

Key Responsibilities
- Operational Leadership: Manage the delivery of Independent Living services, allocations, lettings, empty homes, and tenancy sustainment.
- Conflict Resolution: Address anti-social behaviour within the Vulnerable & Older Persons portfolio.
- Data-Driven Improvement: Utilise analytics and insights to refine and enhance services.
- Contract & Compliance: Oversee contracts, audits, reporting, and continuous improvement.
- Stakeholder Engagement: Build partnerships with local authorities, health services, and external stakeholders to strengthen outcomes.
- Team & Resource Management: Lead, develop, and support teams while managing budgets, resources, and value-for-money strategies to meet performance targets.
About You
We’re looking for a self-driven and experienced professional with:
- Qualifications: Working towards or holding a Level 4 CIH qualification (Chartered Institute of Housing).
- Industry Experience: Proven housing or support services leadership experience.
- Leadership & Performance: Strong ability to drive performance, monitor quality, and achieve customer outcomes.
- Commercial Awareness: Experience in budget management, resource allocation, and value-for-money delivery.
- Contract & Risk Management: Confident handling contracts, audits, and service improvement initiatives.
- Relationship Building: Strong influence and cross-stakeholder engagement skills.
