Projects Officer – Fixed-Term (to 31 July 2028) – Part-Time
Employer: Warfield Parish Council (employment via Bracknell Forest Council) Salary: £19,136 – £21,160 pro-rata (Full-Time Equivalent £35,412 – £39,152) + contributory pension scheme Hours: 20 hours per week (with some evenings and weekend work) Contract: Temporary (FTC) Location: Warfield Parish Council offices, Bracknell Forest
About the Role
Warfield Parish Council is seeking an ambitious, highly organised and proactive Projects Officer to deliver key fixed-term projects on behalf of the council. You will support the Chief Executive Officer / Parish Clerk while managing multiple initiatives simultaneously—ensuring they are delivered on time, within cost, and to scope.
This is an exciting opportunity to work within a small, friendly team and contribute to municipal infrastructure projects, including the Warfield Memorial Ground redevelopment and relocation to our new Community Hub.
Key Responsibilities
Project Management
- Co-ordinate the planning, execution, and completion of all council- and committee-driven projects
- Develop and manage detailed project plans, including:
- Timelines
- Milestones
- Resource allocation
- Monitor progress and adjust parameters to maintain on-time delivery and budgetary control
Stakeholder Coordination
- Engage with internal stakeholders (council members, committees) and external partners to define objectives and deliverables
- Facilitate consultation events, public liaison and contractor relationships
Operational Delivery
- Oversee procurement processes, including risk assessment and mitigation strategies
- Lead the development of:
- Project risk registers
- Stakeholder engagement plans
- Permissions/consents applications
- Post-project reviews
- Ensure full compliance with council policies, legal guidance, and financial regulations

Meeting & Reporting
- Represent the council at scheduled and ad-hoc Council/Committee meetings (including occasional evenings/weekends)
- Provide written progress reports for the Chief Executive/Parish Clerk
Associated Projects
Two specific, high-priority projects will be prioritised during the tenure:

Warfield Memorial Ground Redevelopment
- Scope: New pavilion, designated car parking and entry points, improved drainage system, playing surface upgrades, and visual appeal enhancements—all within budget.
- Inclusions: Project scoping, contractor selection, planning logistics, stakeholder liaison, and full delivery accountability.

Relocation to New Community Hub
- Critical for ensuring a seamless transition with minimal disruption to operations. Activities include:
- Management of the physical move
- Setup of the new Parish Office and Reception Area

Requirements & Skills
Essential Qualities
- Highly organised and dynamic individual with a track record of managing simultaneous projects
- Strong ability to stakeholder communication, contract negotiation, and budget monitoring
- Experience with procurement/consultation processes, project risk assessment, and regulatory compliance
- Comfort with ad-hoc nights/weekend work (as outlined above)

Recommended Experience
- Project management certification (optional but advantageous)
- Hands-on experience in a local authority or public sector setting
- Familiarity with NHS or municipal planning permissions (where relevant)
- An understanding of creative civil engineering or asset improvement projects
