About The Role
Waste Services is pivotal in ensuring communities are clean, safe, and on a path to a sustainable future. As a single-tier authority, the Council delivers services holistically, consistently, and efficiently across the whole area for community benefit.
Managing waste and associated resources is a statutory function, with services such as waste collection and cleansing, household waste recycling centres, and a portfolio of active contracts held paramount by residents. These high-risk, demand-led services frequently interact with the public.
The purpose of this Waste Operations Officer role is to provide operational support to the Waste Operations Manager across all elements involved in delivering waste collection and cleansing services.
Key Responsibilities
- Work closely with the Waste Operations Manager to:
- Develop and implement safe operating procedures allowing flexible resource deployment and improving operational efficiency.
- Manage and oversee the delivery of waste collection and cleansing services, ensuring compliance with statutory duties and Council policies.
- Manage day-to-day operations of council-owned waste transfer and depot locations, adhering to permits, reporting requirements, and planning restrictions.
- Ensure compliance with health and safety regulations and Council safe operating procedures.
- Risk and procedure management:
- Continuously review and refresh operational risk assessments and standard operating procedures (SOP).
- Roll out training programs to ensure all waste operational personnel fully understand and comply with SOPs.
- Training and development:
- Ensure health and safety, and mandatory corporate training are provided and maintained through regular monitoring, toolbox meetings, and formal training.
- Emergency and continuity support:
- Assist the Waste Operations Manager in developing and implementing business continuity arrangements and emergency response plans to ensure service resilience.
- Human resources and recruitment support:
- Develop recruitment and career progression plans to optimise staff retention within the operational delivery team.
- Collaborate with HR matters, including sickness absence, poor performance reviews, and disciplinary procedures, under the manager’s guidance.
- Cross-council coordination:
- Work with other council departments to align services for the benefit of residents: cost-effective, user-friendly solutions.
