# Witness and Victim Engagement Support Programme Manager Role

About the Role

The WAVES (Witness and Victim Engagement Support) Programme Manager will act as the central point of contact for the programme, providing oversight and coordination to ensure consistent and effective delivery across all 43 PFEW branches. This role will ensure compliance with the WAVES policy, embed the programme framework, and maintain its governance.

The post holder will:

  • Launch the WAVES initiative.
  • Ensure proper case referrals and secure handling of sensitive information.
  • Oversee performance to guarantee fairness, trust, and confidentiality.
  • Act on feedback to enhance alignment with members’ and representatives’ needs.

Key Responsibilities

  • Lead the launch and implementation of WAVES, ensuring every branch adheres to policies.
  • Collaborate with the Learning & Development team to develop training for representatives and case handlers (executed by L&D), ensuring adequate coverage.
  • Maintain programme policies and procedures, aligning with regulatory updates and best practices.
    • Serve as the escalation point only in exceptional cases regarding casework allocation disputes.
  • Monitor and assess casework effectiveness, fairness, and consistency across branches.
  • Track case workloads and escalate risks (capacity, workload) as needed.
  • Generate regular performance reports, including:
    • Caseload trends.
    • Programme activities and outcomes.
    • Improvement recommendations.
  • Promote continuous improvement and share best practices across all branches.
  • Expand programme capacity to meet increased demand effectively.
  • Uphold PFEW’s ethical principles, ensuring impartiality, preventing conflicts of interest, and safeguarding confidentiality.
  • Enforce compliance with data protection, safeguarding, and security regulations.
  • Cultivate member trust through professional, empathetic, and impartial case handling.
  • Manage relationships with Branch Secretaries.
  • Oversee the centralised victim/witness reporting function.
  • Provide expert guidance to branches on policy operations and safe arrangements for victims/witnesses.
  • When required, identify, recruit, and manage additional resources to strengthen the WAVES team’s efficiency.

Requirements

Experience & Skills

  • Strong background in casework management, programme coordination, or similar roles in sensitive/confidential settings.
  • Proven ability to handle highly confidential data with discretion and integrity.
  • Advanced organisation, problem-solving, and multi‐team coordination skills in dynamic locations.
  • Exceptional interpersonal communication, stakeholder influence, and trust-building abilities.
  • Adherence to professional boundaries and ethical guidelines.
  • Precision in record-keeping, data analysis, and reporting.
  • Proficiency in case management systems and Microsoft Office.
  • Experience supporting victims, witnesses, or vulnerable individuals—trauma-informed approaches are a plus.
  • Familiarity with:
    • Criminal justice/policing systems.
    • Trade unions, membership bodies, or equivalents.
    • Large-scale programme launches in comparable organisations (advantageous).
