Youth and Community Worker (Horizons)
Contract: Fixed Term Grant Funded until 31/03/2027 Location: Port Talbot Civic Centre, SA13 1PJ
Note: This role is open to secondment applicants. If pursuing this route, approval from your current manager is required. The LGF funding extension to April 2029 is anticipated but not yet confirmed. Applicants will be formally contracted until March 2027.
Workstyle: Hybrid/mobile – designed for flexibility with the option to work from home or at Council premises.
About the Role
We seek a motivated, enthusiastic, well-organised individual to join our ** Horizons team** as a Youth and Community Worker, dedicated to helping young people aged 16+ — particularly those who are NEET (Not in Education, Employment, or Training) — to achieve sustainable progress towards education, training, or employment.
Key Responsibilities
Providing youth-centred support
- Work with NEET young people aged 16+, identifying and addressing barriers affecting access to Employment, Education, and Training (EET).
- Deliver youth work interventions, activities, and projects tailored to individual needs (on a one-to-one or group basis).
- Utilise classroom, community, and workplace-based delivery (in-villa training and embedded delivery).
- Collaborate with specialist agencies, signposting young people to appropriate resources.
Community and Partner Engagement
- Establish and maintain professional relationships with educational providers, training providers, and partner organisations.
- Foster strong bonds with stakeholders (parents, carers, teachers, social workers, mentors, and agencies).
- Develop a caseload management system to track and monitor the progress of each young person.

Facilitation and Referrals
- Facilitate engagement by solving problems and creating coaching opportunities based on youth work techniques.
- Act as a point of contact for young people, supporting informed decision-making at all levels.
Reporting and data collection
- Contribute to integrated services and joint commissioning, while capturing accurate performance information.
- Ensure all actions align with the Future Financed Quality Mark and Outcomes Star frameworks.
Development and DHSC Commitments

Support crime-reduction and community cohesion initiatives as part of DHSC funding commitments.

Engage in projects related to domestic and community safety (e.g., sidewalk council, residential outreach jury awareness).

Collaborate with related sectors (mentoring, employment support, youth justice) and county-wide employers.

Assist with school attainment-related issues through preventative work and partnership creation.
Requirements
Essential Criteria
- Experience: Proven ability to work with and support NEET/at-risk young people aged 16+.
- Youth Work Knowledge: Deep understanding of youth work methods and their application.
- Problem-Solving: Ability to identify and remove barriers (education, employment, or training).
- Information Sharing: Skill to document information while balancing confidentiality and safeguarding.
- Delivery Skills: Experience in designing and leading sessions (individual/group) relevant to NEET young people.

- Qualifications:
- Minimum of 4 GCSEs (Grades A–C) or equivalent, including English (business English acceptable).
- Nationally recognised qualification in Youth/Community Work.
- EWC membership.
- Safeguarding: Willingness to undergo an enhanced DBS with child barred list disclosure.

Desirable Experience
- Experience in schooling/education environments (teacher, TA, or education support).
- Prior role as a youth worker.
