Proposed interview date is 17th June 2026. Hull City Council is seeking a Youth Justice Systems Administrator to join our dedicated Youth Justice Service team based mainly at the Kastor Centre, Beverley Road in Hull. This is a front facing administrative role, providing a welcoming and professional first point of contact for children, families and carers attending Youth Justice appointments. You will deliver high quality administrative, and systems support to practitioners and managers, helping to ensure the smooth running of the service. Key responsibilities include accurate record keeping, minute taking for complex multi agency meetings, liaison with partner agencies, and the use of police and justice systems to support victim contact where required. You will also provide guidance to colleagues on administrative and financial systems. We are looking for someone with excellent attention to detail, confidence using IT and case management systems, strong communication skills, and the ability to work calmly and professionally in a sensitive environment. ROLE AND PURPOSE Grade 3: To provide administrative assistance to colleagues to ensure that an effective range of youth justice services for children and young people who offend, and their parents and carers, are planned, actioned and reviewed in accordance with professional expertise, service policies, legislative requirements, National Standards and Youth Justice Board Effective Practice Standards. This may include some administration liaison between children and young people, their parents and carers in order to provide an effective service for children and young people who offend. Grade 4, all of the above plus: Provides advice and guidance on administrative and financial systems to practitioners and staff when required. Completes administration tasks such as taking and distributing detailed minute-taking notes, liaison with partner agencies and key stakeholders for the distribution of such from complex multi-agency meetings. Ensure the accuracy of official documentation submitted to HYJS, identifying inaccuracies and appropriately amending official records as necessary. Responsible for the management and administration of the scored allocations workload tool daily requiring exemplary administrations skills to ensure accurate file records and therefore workload within the team is distributed fairly and equitable. Directly contacts victims via mail/email having identified victims by interrogating Police information systems. PRINCIPAL ACCOUNTABILITIES: 1. Grade 3 and 4: To promote and safeguard the welfare of children and young. 2. Grade 3: To ensure excellent customer service meeting customer requirements and service standards of Adult, Children and Families by providing a high quality and efficient general administration support service. Required to support with reception duties providing customers and visitors with a professional and courteous service. Communicate well with members of the public and internal and external agencies to ensure best service is delivered. Assess the urgency of messages left on the answerphone and relay to the relevant Duty Officer or Consultant Youth justice Officer and ensures response within required timescales. Grade 4, all of the above plus: In the absence of the Business Support Officer supports colleagues within the administration team to support with efficiency in work completion assisting with induction and mentoring of staff where required. Develops and promotes effective services to customers within the team in order to deliver positive continuous improvement in service to achieve customer satisfaction. 3. Grade 3: Undertake a range of administration duties of a routine and complex nature involving highly sensitive and confidential information and requires a degree of interpretation and initiative. With guidance maintains a range of confidential filing systems including sensitive personal information, involving creation, updating/tracking, retrieval, archiving and destruction in accordance with statutory and departmental requirement Grade 4, all of the above plus: Undertakes a range of administration duties which requires knowledge and experience to interpret and use initiative regarding information received from the Police, Courts, Health, Probation and external agencies. Ensure complex client information is correct and accurate prior to inputting onto relevant information systems. Maintains and supports colleagues with confidential filing systems including sensitive personal information, involving creation, updating/tracking, retrieval, archiving and destruction in accordance with statutory and departmental requirement 4. Grade 3: Maintains specific databases, inputting and extracting data, assisting with the validation of data. Responsible for maintaining up to date, accurate and quality data on appropriate systems. Creating, collating, distributing and requests for service to enable the delivery of frontline services. Grade 4, all of the above plus: Supports other system users with inputting and extracting data and ensure data integrity by maintaining databases, initiating periodic database cleaning and clearing. Ensure accurate monitoring information is produced for the Youth Justice Co-ordinator. Promotes quality assurance in the team and enhances the performance and effectiveness of services delivery by supporting colleagues with the administrative advice and guidance on process. Provides information and advice to Youth Justice Service colleagues in relation to potential victim participation. Maintains accurate records of work carried out with victims. 5. Grade 3: Services routine and statutory meetings which are frequently of a highly confidential and sensitive nature and undertakes any follow up actions as required. Grade 4, all of the above plus: Services complex and high risk meetings which are highly confidential and sensitive in nature. Communication in required formats within permitted timeframes to both internal and external agencies as per legislative requirements. 6. Grade 3: Undertakes document processing functions including the preparation and production of complex material / documents in a creative, professional style using a range of software packages and initiates routine correspondence. Grade 4, all of the above plus: On receipt of paperwork from the Criminal Justice Agencies cross referencing for accuracy and entering corrects details of offences and information onto relevant systems in preparation for further action. Identify if service user is known to other Departments or other local authorities. Deals with enquiries from both the public and partner agencies, assesses required response and disseminates actions to staff at HYJS within required timescales. 7. Grade 3: Processes requests for goods and services following procurement procedures. Verifies deliveries resolves discrepancies as necessary. Grade 4, all of the above plus: Provides advice, guidance on administrative and financial systems and procedures to practitioners and other staff where necessary. 8. Grade 3: Processes a range of authorised cash transactions (including imprest accounts, cash and cheque income, cash payments and service users’ personal monies). Maintains and reconciles associated records. Grade 4, all of the above plus: Creates oracle orders for the service using our procurement system. 9. Grade 3 and 4: Maintains a range of confidential filing systems including sensitive personal information, involving creation, updating/tracking, retrieval, archiving and destruction in accordance with statutory and departmental requirements. 10. All Grades: The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council.
