Head of Construction and Enabling – UK CAPEX Projects
Location: Stanlow Manufacturing Complex, Ellesmere Port
Employment Type: Site-Based Full-Time Role (5 days per week, Monday–Friday)

About the Role
Overview
As Head of Construction and Enabling, you will oversee all on-site construction delivery across high-value EPC projects within a live refinery environment. Responsibilities include:

- Leading construction execution from enabling works to handover, ensuring safety, specification, and schedule compliance
- Managing multi-contractor sites, prioritising interface coordination, brownfield sequencing, and regulatory compliance (including COMAH and HSE standards)
- Acting as a key regulatory interface during inspections, audits, and assurance reviews
- Deputising for the Head of UK Project Delivery when necessary
Key Responsibilities

Multi-disciplinary leadership
- Oversee construction across civil, mechanical, and Electrical & Instrumentation (E&I) trades at multiple sites
- Accountable for compliance with CDM 2015, COMAH, and UK HSE regulations

Contractor & Performance Management
- Drive commercial performance, change control, and claims management
- Align methodologies with contract strategies and temporary works governance

Site & Safety Operations
- Execute enabling works and ensure site readiness
- Resolve complex risks, interfaces, and operational challenges (e.g., SIMOPS)
- Lead in commissioning planning with construction input

Stakeholder Engagement
- Support wider project leadership when deputising
- Maintain alignment among internal stakeholders and regulators

About You
Essential Criteria
- Proven leadership in large-scale industrial/energy EPC construction within live UK environments
- Practical on-site experience, capable of upholding safety, quality, and delivery performance in complex projects
- Deep knowledge of:
- Construction standards, including CDM 2015, COMAH, and UK HSE compliance
- ** contractor management and site interface coordination**
- Commercial discipline, such as budget oversight and contract strategy
- Methodology in problem-solving, decision-making, and leading teams through turnarounds/commissioning phases
Key Attributes
- A blend of technical expertise and operational pragmatism
- Strong advocate for a safety-first culture, QA/QC processes (e.g., punch lists, inspections)
- Confidence managing pressure, cost-schedule trade-offs, and controlling fast-changing delivery phases
- Demonstrate cultural credibility at board level
