Locations: Various – Salford, Sheffield, Westminster

Salary: £39,500 - £46,000

  • National pay locations (Salford, Sheffield): £39,500 - £42,000
  • London pay location (Westminster): £43,500 - £46,000

The Salary band is subject to an annual Specialist Recruitment and Retention Allowance (RRA) of £2,300, subject to review.

Pension: A Civil Service pension with an employer contribution of 28.97%.

About the Role

This Marketing Manager role sits within a specialist marketing team responsible for designing and delivering campaigns that inform the public, change attitudes, and behaviours. You’ll work across multiple audiences, media channels, and tone — with the opportunity to tackle some of the most impactful and challenging public policy briefs of your career.

We’re looking for a passionate Marketing Manager who can support and implement creative marketing strategies in alignment with the Home Secretary’s priorities. As an experienced planner, you’ll need the ability to execute at speed, deliver integrated campaigns, and drive stakeholder engagement.

This is a chance to work across media and creative agencies, collaborating on campaigns that improve lives and support UK safety and security.


Responsibilities

  • Campaign Execution: Support the delivery of multiple cross-channel marketing campaigns across broadcast, digital, and other media. Ensure strategic messaging alignment, creative development, and media planning from briefing to final delivery and evaluation.

  • Campaign Development: Manage budgets, develop and refine creative strategies, shape propositions, and oversee media and agency partnerships.

  • Insight and Analysis: Analyse data and insights to inform campaign strategy, optimise engagement, and assess impact—using a range of methodologies.

  • Project Leadership: Work independently to manage, prioritise, and execute projects across multiple campaigns, ensuring effective stakeholder buy-in. Responsible for key decision-making and agency performance management, while delivering value for money.

  • Stakeholder Engagement: Build and maintain relationships with internal and external stakeholders, demonstrating strong influencing and collaboration skills.

  • Agency Oversight: Oversee agency operations, and ensuring creative assets are optimally produced and delivered.


Essential Criteria

  • Campaign Experience: You must have real-world experience in communications delivery and leading integrated paid-for campaigns, covering:
    • Research, strategic planning, creative and media execution.
    • Budget forecasting and performance management.
    • Working with agencies and external suppliers.

  • Channel Management: Excellent multi-platform (broadcast & digital) campaign management, including brief development, stakeholder alignment, creative reviews, and final rollout.

  • Data and Insight: Proficient in data analysis and striking the right balance of information to craft compelling focus and campaign evaluation strategies.

  • Operational Leadership: Strong project management and rapid decision-making, with experience handling fast-changing priorities while driving effective outcomes. Demonstrated ability to independently drive forwards initiatives without excessive direction.

  • Stakeholder Relations: Hold a proven track record of influencing others internally and externally, ensuring proposals are supported and key learnings are rewarded.

  • Agency Management: Experience in briefing and performance oversight, judging effective delivery against campaign objectives and refining delivery for cost-efficiency.

  • Minimum Required Competencies: Knowledge of communications landscapes, political sensibilities, and understanding of the public sector environment.
